I don't think you've really grasped the workhouse concept. It's supposed to be a deterrent, so when you're not sleeping you're working.

Do you really need a workhouse building if people go home at night? But a garden sounds nice.

I still think tokens and direct payment of bills are the way forward. Cash being limited to very small amounts of the benefit package so limiting waste on items such as beer, cigs, drugs and mars bars!

Yeah, they tried tokens. Only expensive shops like Waitrose and the local Co-op would accept them. It turned out to be a bit discriminatory.
