"Explicit" is describing the depiction, not the acts. So although we get the general sense of it, it's simply misuse of English. The DVDs explicitly show sexual acts rather than just implying them in the way that mainstream movies do it. If there's no such thing as an implicit sexual act then there can't be any such thing as an explicit one. Oral and anal sex would, not so long ago, have been in the same category as fisting and watersports - and classed as obscene and perverted. Most of us on IC probably think of them all as just sexual acts. Fisting is simply manual stimulation of an orifice that is taken a bit further than most would enjoy. Urolagnia is simply a variant of sharing body fluids and therefore not very far away from snogging, oral sex and good old sexual intercourse; it's probably safer in many ways because urine tends to be more sterile than other fluids. I think a safe phrase would be useful but I'm buggered if I can think of one that could be used before a watershed. If the acts under consideration are simply on a spectrum maybe we should find some metaphors related to colour or flavour. Red might be more vanilla, blue might be more spicy. Or the other way around. But it'll never catch on! The sexual spectrum is vast and every culture draws its lines in a slightly different place. But I'm rambling, so I'll stop here.

The point of a euphemism here would surely be to describe to knowledgeable adults what the acts are, without letting children (or adults innocent of the terms) know the details. Surely watersports is a euphemism? Indeed, isn't "fisting" a euphemism in the sense that it's not a dictionary definition AFAIK, and it replaces a description referring to the explicit details, with a new word (though it's common enough that we'd probably consider it to be explicit itself now). Though there's also the issue that even euphemisms might be deemed to be problematic (fear of children asking "what does watersports mean") If such a euphemism doesn't exist, or is deemed unsuitable, then the correct answer is to simply not describe the terms, and stick with "sexual acts". I mean, if the BBC rule is that you aren't allowed to describe the acts, then you can't describe the acts. Simple as that. Trying to use terms like "extreme" doesn't describe the acts at all, and I agree with the mess of confusion of the law (another reason why the Act should never have co-opted such a word in the first place). But even without the law, "extreme" is a point of view word with potentially negative connotations. One should describe the terms neutrally, and if you aren't allowed to do that, then don't describe at all.
So going with explicit sexual acts sounds good to me, and I'm glad he avoided "extreme". (The BBC in http://www.bbc.co.uk/news/uk-16443697 went with "hardcore" sex acts" which I think is reasonable to. "Hardcore", unlike "extreme", as an established definition in the industry of meaning porn showing explicit sexual acts, and isn't conflated with any legal definitions.) That has always been my favourite euphemism. Being recently informed by a truck driver that, due to my lack of a forklift, he was "going to have to handball this off" produced such a pretty mental image...
