It's not instantaneous. If you haven't logged in for a few hours after receiving it, you get a memo. I think. | |

Every half hour the system checks for memos that have been sent more than an hour ago but haven't been read yet. Members with at least one memo like that get an email if they have opted to receive them. More emails are sent only if more memos are received and unread later on. So if you always read your memos in that 60 to 90 minute period, then the notification mails will never be sent. This is to avoid pestering you with mails about memos you're about to see anyway because you're looking at IC often enough.
It's also possible for your mail system to be putting the notification mails in your Junk or Spam folder or similar. You can test the system by checking you have the notifications enabled in your Email Settings page, and then not reading the next memo you get for at least 90 minutes and seeing if you get a mail. (The memo must be from someone else: memos you send yourself count as being read when you wrote them Admin
