No-one is "shocked", not even middle england. The journalists certainly aren't & neither are the public. What it means is - here is a nothing story but there is something mildly titillating so you can read it and feel slightly aroused or take some prudish stance and feel good either way.

As movie pitches go, it's a good one. I doubt we'll see Keira getting a full English, though. Probably be more like the anodyne Secretary, high on titillating promise for the potential audience, low on the action side. Hollywood was more liberal in times gone by.
