If you would consider Denmark there is an excellent place near Aarhus called SISC. They do several weeks in the summer, though some, like the gay fisting week, may not be the right one for you.

For the hardy, hard-up and imaginative the French Hotel chain Formule1 still has some older style places open. These come with a third metal bunk style bed set crosswise above a double. This provides excellent attachment points for restraints. The double bed is firm. There is a single chair to be bent over and the bunk bed ladder has interesting possibilities! There are reasonably sized mirrors. Going down the corridor for showers and loos might be a drawback for some but can lead to some interesting sights.
Chains like PremiereClasse and Etap still have some rooms of this type and simple en suite facilities.
Years ago I stayed in a wonderful village hotel in Bluchy, not far from Forges les Eaux. The old style French high brass head and footboard double was a dream for attachment points. As a bonus it was noted in the Michelin Guide as 'good restaurant at reasonable prices'. I doubt it is still there but similar hotels still exist across France.
Cap d'Agde has a considerable reputation with French 'libertines' but I have no direct knowledge of BDSM activities there. A web search possibly?
For the right sub I do have a motorhome with a suitable third bed . . . .
