I really would love to know how you would do a nice water wheel for a bit of waterboarding that could be kept in a club and how would you make sure the water wasn't stagnant and please don't say a plastic bucket.

Would be simple to make, using a small pond pump and a few other odds and ends- keeping the waterfresh would as you've noted would be the biggest problem if left standing for a long while- there are lots of pond products to keep the water clear that are safe to marine life but not sure how they'd be for land lovers.
But if the device is to be used by other people not just one, then the water should be changed after each use anyway- particularly if said water has been given a golden tint to add to the 'flavour' Best to store for prolonged periods without water in it. "I'm not jealous- just bitter and twisted |

You could construct a simple noria: http://en.wikipedia.org/wiki/Noria But use a bicycle wheel, tyre removed, and substitute plastic mugs for the buckets. Mount your wheel in an A-frame; Ensure that when the wheel is turned there is enough space between the frame and the wheel/cups to allow free movement Attach a turning handle to the axle; Secure your plastic mugs to the wheel using cable ties or similar; Use the method suggested by Master_Choclatier to ensure a fresh water supply; Secure the volunteer and commence waterboarding.

Now as for keeping the water fresh you have a few options, clorination is the main one but well all know how unpleasent swimming pools are, you need to keep between 1 and 3 PPM to be effective but even cholrine wont kill some bugs like criptospridium (I know the spelling will be wrong) The best solution is to drain and refill before each use and then ensure the water is below 20C. Water is a basic thing for life and because of that everthing that will kill or make us ill lives in it too.
