Joining a Group's Network
It's a 3-step process to join a group's (or individual member's) network once you're on the profile page of the group (or member) whose network you want to join.
Eg, to join the Novices_R_Us network ... go to the Novices_R_Us profile page and then:
Novices_R_Us gets your memo and, if they like the cut of your jib, you'll get a memo-reply titled "You and Novices_R_Us have joined each other's Online Networks" when Novices_R_Us tells the IC-system to accept you into its network.
Display Group's Icon
Once you've joined a group's network you get an option to have the group's icon displayed with your profile name whenever you post to a thread, eg How to display Novices_R_Us group icon on your posts and memos.
Groups which require network membership
Some groups use network-membership to restrict who can create threads or even post replies within the group's blog. Which group applies what conditions for thread-creation and posting is down to the group's owner(s) alone.
Contacting a Group
Each Group is obliged by Acceptable Usage Policy (AUP) for creating a group profile to state in its profile which member(s) is(are) responsible for the group. You can memo not just the group's profile but the members responsible for it too.

Don't forget every page on IC has a bottom as well as a top - that's BDSM for you - where there's a bunch of other links including IC's dictionary of terminology and the site's search box. To search you have to supply a minimum of 4 letters/characters which means it's just tough if what you're trying to find is related to 'pup', 'cat, 'dog' etc. Best advice? Live with it (or complain politely to @Admin).
