How does...
A locked parked car with its handbrake full on (and fully operational) move backwards 6 or so feet across an almost level car park?

It's on the back of a tow truck? 'We cannot choose what we are, yet what are we but the sum of our choices?'

Depends what kind of car, what was the road surface ?.
An old mini can be bumped sideways fairly easily by half a dozen drunk rugby players.
A 4x4 and a piece of strong rope/cable can drag a car.
The handbrake (if its a drum brake) isn't a particularly strong brake.
( I once saw a 42Tonner being dragged along a motorway with all its wheels locked, by a heavy recovery vehicle. Now that was impressive !). Hi de Hi Jim.
