International students often get their thesis (re-)written for them. Universities need to attract the international trade, and passing fairly awful work (or providing lots of 'support') is a good way of keeping students coming through the doors. And this isn't just lower ranking Universities. It goes to some extent right to the top. "Democracy is the theory that the common people know what they want, and deserve to get it good and hard." H. Yes, but the real question is can we have Genuine degrees in spanking? People commonly use statistics like a drunk uses a lamp post, for support rather than illumination.

In a free country, have whatever you want. Doctorship in Spankanology? Easy. I'll print you one off, same as mine. Write own name in box with quill pen, no fee involved.

In one case a man swore blind he had a degree (in court), described the buildings where he attended classes even. Then the QC produced the same degree cert he'd obtained for his dog. The man lost his job that day amongst no doubt other fall out. Lots of fake degrees about.

I issued that Degree to that very QC. (Applied for in name of 'fido' and signed with a paw-print). QC's are all 'barking', so I saw no problem with that. I have supplied thousands, in fact. Wanna degree..? See me...
