Get some knickers, shove them half way down a stocking and use that. The stocking stops them choking but the knickers fill up the mouth quite nicely, and of course it's nice and easy to tie. It adds to the humiliation as well depending on how...er...worn they are. Oh and on topic... I find a ball gag good for not actually being able to say anything, but you can still grunt...moans and general noise come from your throat so you could still be fairly load with a ball gag in. The pants idea seems actually quite good* as the fabric may help muffle whatever noise you are trying to make. *just don't choke ETA: What Anna said, basically! Hewwo! I make nylon whips.
