However a bit of digging on Manchester's web site yields that of the 5142 pounds for the license only 1000 is administrative, and the rest a charge for 'enforcement' (I presume they mean cost on inspections etc.). If they don't approve the app, I can't see the basis on which they could keep the 'enforcement' money. It appears to be the police who have the arbitrary and unaccountable veto tho.

whats interesting is that more than 1 council quoted a non refundable application fee, and in the same request said that they had a zero sex establishment policy
