The best way might be to push the "public" bit slightly. I have 'playful' spanked but not so that it causes offence. I think the most likely public place to be interrupted mid spank is a nice 'quiet' beach on a grey day because every couple in the area seems to be walking past looking for somewhere to do whatever they have on their mind and none of them are walking a dog or carrying a bucket and spade.

I took a trip to Dublin a few years back with my sub. We were on the open top bus tour and she was whinging a lot so much so that by the time we were going through Phoenix Park I had had enough.
