So another night of trip-trap footsteps and clanking metal until finally a new day dawns. No breakfast and no doctors either, just waiting, hungry and now angry, knowing that midday will come and there will have been no scan. Like Krakatoa the pressure builds till finally a decision is taken.
Patient starts to pack bag.
Nurse "What are you doing?"
Patient "Discharging myself. I'm going to go home and write some letters. Trust chairman, my MP, newspapers ...."
Nurse "But you can't!"
Patient "Why not, you know as well as I do I'm not getting scanned today, they do not do in patient scans today."
Nurse "They might, just let me call and check." and off she scurries to a phone.
5 minutes and a fast stumble across the hospital later, the patient gets a scan. 
Any use? Absolutely none, but now the patient is deemed well enough to leave and come back next week as an outpatient.
The NHS. Lots of talented, definitely hard working and caring people, trying to do their best inside a web of paper laden, quota limited bureaucracy.
