Birthday spanking is a custom in certain circles to allow a number of others (e.g., father at home, teammates in a club, classmates in certain training institutions) to administer a spanking to the bottom of the birthday boy or girl, as an annual rite of passage and probably a matter of bonding. Customarily, the person receives a number of spanks corresponding to their age, plus, "one to grow on". So, for example, someone who was turning 12, would get 13 spanks.
It could also be used to mean spanking someone naked, i.e. wearing their birthday suit.
