UK, 9 mths Hard to work out whether or not they are supporting you or against you. got a good suggestion though: Wait until the local pub is fairly busy and then go in and dial the number. See if it rings and who answers, then pop over for a chat.

UK, 2 yrs We didn't have any texts doing the rounds, but the letters sent to the press and the council both purported to be from "a concerned neighbour".
I am assuming your phone number is available on the internet? If not, look to "friends" who would have your number.

Had no idea you could google a number, so that was worth find out.

That is not necessarily sinister. Irritating, yes, but many outbound call centres dial several numbers simultaneously and the poor serf services the first one to pick up. The rest get left wondering wtf.
Jahc99's recommendation is one's best bet.
